  • Overview

    Maintains consistent terminal safety and training standards in regards to operational procedures and regulatory compliance for Stolthaven Houston (SHVNH).


    1. Maintains and enforces company safety regulations/requirements as to keep current with plant policies and regulatory compliance.
    2. Ensures that employee safety, operations, and emergency procedure training is conducted and documented at both terminals.
    3. Ensures that hot work and vessel entry permits are properly issued in compliance with OSHA standards. Conducts quarterly audits at both terminals to ensure that permits are being properly issued.
    4. Ensures that necessary safety equipment is available and properly used by SHVNH personnel.
    5. Ensures all fire/safety equipment is maintained, calibrated and inspected according to manufacturer and/or government regulated standards.
    6. Investigates new product handling procedures and implements employee training/orientation as necessary. Ensures that that proper.
    7. PPE is specified and available (when applicable) before new products are handled. Ensures that new product review information is shared and consistently applied at both terminals.
    8. Ensures that contractor orientations are conducted and reviews and approves contractor safety plans (when applicable). Reviews contractor safety performance and addresses performance issues when required.
    9. Ensures that safety incidents are investigated and that corrective actions are implemented. Conducts periodic reviews of incident trends and effectiveness of safety performance at both terminals and makes recommendations to improve safety performance.
    10. Ensures that monthly safety meetings are conducted and documented. Ensures that Safety PPIs are maintained and that safety performance data is regularly communicated to site personnel and management.
    11. Keeps up-to-date on DOT and OSHA regulations and implements changes as they occur. Keeps management informed of pending changes and cost implications.
    12. Continually evaluate product handling safety guidelines, operating procedures and industrial hygiene data and recommend ways to reduce employee exposures.
    13. Supervise all assigned personnel in safe and efficient operating procedures to eliminate spills, contamination or other potential problems, enforcing all safety and environmental regulations.
    14. Assist Management with safety reviews and Hazops (when applicable) of new construction projects and Management of Change (MOC) requests.
    15. Reviews changes to Local Training Manuals (LTMs) for compliance with site safety requirements and ensures that procedural safety requirements are being met.
    16. Ensures that “best practices” are shared between the terminals and that safety related incident corrective actions are communicated throughout SHVNN and SHVNH when necessary.
    17. Assists each terminal as needed with “RCRA” training.
    18. Perform other duties as directed by the management personnel.
    19. Maintains and enforces company safety regulations/requirements as to keep current with plant policies and regulatory compliance.


    - Education

    • High school diploma or equivalent (i.e, G.E.D.). Associate’s or Bachelor’s Degree in safety-related field is preferred.

    - Experience

    • At least 10+ years Safety experience. Terminal experience required.

    - Specific Skills

    • Strong skills in communication, problem solving, facilitation, planning and leadership.
    • Demonstrated experience with safety management (OSHA, USCG , Fire Fighting, First Aid, Industrial Hygiene, State and Federal Regulations) in a terminal environment.
    • Ability to perform hazard analysis, risk assessments, process incident investigations and audits of process safety and risk management programs.
    • Knowledge and understanding of PSM regulations.
    • Familiarity with a variety of process safety and qualitative and quantitative risk assessment techniques.
    • Ability to design, implement, and train on process safety program elements.
    • Knowledge of plant and EHS operations and their interaction in Process Safety.
