Job Description

Overall Job Objective

Position Description

The Right-of-Way Notification Coordinator position resides within the Public Review Team of the Harris County Permits Office. The position performs a technical review of engineering plans to determine conformance with Harris County regulations, reviews and issues notifications, schedules inspections and maintains records. The qualified applicant must be able to read and understand engineered drawings, be detail-oriented, multitask and may be tasked with additional duties during emergency response situations such as hurricanes or floods.
 
Job Duties and Responsibilities

  • Reviews construction and utility plans submitted to ensure compliance with Harris County Design Standards and all applicable local, state, and federal codes and guidelines
  • Provides support to the management team
  • Coordinates and organizes office workflow and communications
  • Coordinates phone and email correspondence, file maintenance and mail collection & distribution
  • Conveys detailed instructions relative to permitting
  • Performs data entry of the requirements related to the issuance of permits
  • Communicates with the public by telephone and in person to provide information of specific aspects of the regulations and the Notification process
  • Interfaces with various sections of the Permit Office by verbal and written communication
  • Manages inspection requests for fieldwork and coordinates with the inspectors to schedule those inspections
  • Performs multiple tasks, meeting deadlines, and occasionally working extended hours
  • Performs daily functions with minimum supervision

Requirements

  • Associate's Degree or higher in Civil Engineering, Civil Technology, Construction Management, or a related field
OR
  • High School or GED Diploma
  • A minimum of one (1) year of experience with engineering plan review and data entry
  • Military Occupational Specialties (MOS) of the 12 series 12B, 12C, 12E or similar MOS types and a minimum rank of E-5 maybe considered in lieu of experience requirement listed above
    • To qualify, military experience and rank must be clearly documented on your application employment history
AND
  • Ability to read construction drawings and topographical maps
  • Good verbal and written communication skills
  • Ability to communicate effectively with the general public
  • Working knowledge of regulatory agencies and their impact on Engineering Planning
  • Ability to utilize Microsoft Office programs
  • Excellent time management skills and effective record keeping ability

Additional Requirements
  • Ability to establish effective working relationships with coworkers, developers, private engineers, and members of the public
  • Familiarity with technical reading and writing
  • Effective utilization of engineering design standards
  • Ability to assess and prioritize multiple tasks, projects and demands
  • Initiative and sound independent judgment within areas of responsibility

Preferences

  • Associate's Degree or higher in Civil Engineering, Civil Technology, Construction Management, or a related field
  • Two (2) years of experience in Civil Construction or a Civil Engineering related field
  • Principles and practices of Civil Engineering and surveying including: design, construction, drainage infrastructure design and operation; residential and commercial development, methods, materials and techniques used in construction
  • Skills in Civil Engineering design, drafting or construction
  • Bilingual in English and Spanish

General Information

LOCATION:

  • 10555 Northwest Freeway - Houston, TX
  • This position is predominantly office based however some off-site field work will be required

SALARY:
  • Commensurate With Experience
  • Based on 26 pay periods
 
WORK HOURS/SHIFT:
  • Monday through Friday - 7:00 am through 4:00 pm
  • Subject to Early Mornings, Evenings, Weekends & Holidays as needed
