Position Description

Harris County Engineering Department (HCED) has recently implemented the use of E-Builder, a project management system. E-Builder uses dynamic workflows, processes, and forms to track project data, schedules, financials, and documents. The goal for HCED is to house project data in one place and to have different levels of portfolio reports on various project metrics. The Project Analyst will be proactive in learning the Department's infrastructure project lifecycle and its activities to understand how to support E-Builder users. The ideal candidate is a detailed planner and expert communicator. They should excel in critical thinking to diagnose and troubleshoot issues that arise in E-Builder.

Job Duties and Responsibilities

  • Administers the Harris County Engineering E-Builder account and components
  • Monitors E-Builder support mail box for issues and communicates back to users with status
  • Captures new change requests from all stakeholders and maintains in E-Builder for tracking
  • Follows up with Project Managers and ensures the project data is accurate in E-Builder
  • Revises and updates project management procedures and guidelines documentation
  • Assumes ownership of customer issues and sees problems through to resolution
  • Researching, diagnosing, troubleshooting and identifying solutions to resolve E-Builder issues
  • Provides technical support to E-Builder users
  • Verifies and initiates project requests in E-Builder
  • Develops or modifies reports in E-Builder
  • Prepares documentation of user instructions for various processes
  • Provides support and delivers training to internal and external users
  • Performs other duties and responsibilities as assigned


  • High School or GED diploma
  • 1 year of work experience
  • Ability to master the administration of a project management system and its components
  • Proficiency with MS Office, Excel, Visio, and web technologies
  • Knowledge of general business and administrative practices
  • Ability to perform data entry
  • Ability to communicate efficiently in writing and orally
  • Proactive attitude and ability to take initiative without prompting
  • Ability to handle multiple work assignments successfully
  • Valid driver's license (Texas upon hire) and ability to operate a county vehicle

  • Associates Degree or higher in Business, Computer Information Technology, Construction Management or related field
  • 1 to 3 years of work experience
  • Experience as a Software as a Service (SaaS) administrator
  • General understanding of engineering and construction terminology
  • Experience with Business Intelligence (BI) reporting and other reporting tools
  • Prior experience with writing and analyzing business and system requirement documents that convey complex business analysis and technology solutions
  • Experience in forecasting, financial, and project analysis combined with understanding of key performance indicators

General Information


  • Commensurate with experience
  • 1001 Preston, 7th Floor
  • Monday through Friday, 7:30 am to 4:30 pm
  • Subject to early morning, evening, weekend and Holiday work

  • During activation of emergency response efforts, hours may exceed 12 hours a day for consecutive weeks
