DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Candidate will research, gather and analyze compensation data to determine and validate market competitive pay rate while supporting compensation budget objectives by preparing analytics, data modeling and cost benefits analysis. Recommend and provide supporting documentation for classification changes and pay adjustments to determine program enhancements by identifying trends, creating various reports and make presentations on future changes to Management. Support a variety of compensation initiatives by providing analytical work, implementing policies and administering programs.
Candidate will conduct and participate in salary and industry surveys to ensure competitive pay rates. Conducts job audits and compiles data on pay levels and working titles for newly proposed positions and evaluates existing positions to ensure equity of classification and pay system. Revises and updates internal compensation policies, guidelines, practices and their compliance with all laws governing pay. Assists City departments with developing and managing incentive programs to drive desired performance outcomes. Works in partnership with HR Business Partners to develop and review classification structure, position descriptions and scorecards to ensure that compensation systems, policies, practices and programs are aligned with strategic priorities. Creates databases from accessing compensation information and maintaining job documentation, organizational charts, scorecards and pay actions; builds relationships with industry compensation professionals and the City of Houston's Shared Services, Recruiting and Employee Relations offices to facilitate the exchange of information. Be knowledgeable with the legal requirements of federal and state wage and hour laws impacting plan design and delivery of compensation and classification programs to include the Fair Labor Standards Acts.
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Skilled technician in a hands-on environment and may have on-call responsibilities and rotating shifts.
- MINIMUM REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration, or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
The successful candidate will have three plus years of professional complex analytical experience in compensation administration that clearly demonstrates the ability to perform the job duties of the position. Preference will be given to candidates with a Certified Compensation Professional (CCP) certification. Strong proficiency in the following software: Microsoft Office Suite products, SAP and advance level of Project Management a plus. A degree in Psychology will be acceptable.
