DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Parks and Recreation Department is dedicated to building a sustainable community and to enhance the quality of urban life by providing safe well-maintained parks and offering affordable programming for our community. To achieve this mission, HPARD is seeking a Senior Planner to join its Facilities and Management Development team. Potential Candidate will be responsible for:

  • Maintaining the Open Space Ordinance Fund records and accounting. 
  • Keeping abreast of construction and renovation projects coordinating with the General Services Department for expenditures from the Open Space Ordinance Funds.
  • Coordinating with the Planning and Development for review of subdivision plats in regard to the Open Space Ordinance.
  • Conducting research for various projects and efforts that the Department is involved in.
  • Collecting data/information from all relevant sources, including field/site visits. Provide assistance to the public.
  • Serving as a liaison for the Department for various projects. Interact directly with developers, engineers, surveyors, architects, and officials in other City of Houston departments.
  • Working in a team environment.  
  • Updating the current Parks Master Plan.
  • Performing all other duties as assigned.
 WORKING CONDITIONS      
The position is physically comfortable; the individual has discretion about walking, standing, etc.
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires stooping or bending. Occasional lifting, such as three or four reams of paper or books (up to 20 pounds or an equivalent weight) may be required.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS 
Requires a Master's degree in Urban Planning, Architecture, Civil Engineering or equivalent formal training in a recognized field of specialization that is directly related to the type of work being performed.
 
EXPERIENCE REQUIREMENTS
Two years of progressively responsible planning experience are required. Professional planning experience may substitute for the education requirement on a year-for-year basis.

PREFERENCES

**Eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

Excellent writing, analytic, and communication skills is a plus. Previous experience working with the public/clients/team to resolve problems, demonstrate the ability to juggle multiple priorities and have strong leadership skills is also highly preferred. High preference shall be given to applicants who demonstrate strong interest and be comfortable interpreting and applying regulations. Proficient in reading plans and surveys. American Institute of Certified Planners certification is preferred but not required.  Experience in creating/updating comprehensive plans or park master plans strongly preferred.

SALARY INFORMATION                 
Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.  The minimum to midpoint of this salary range is: Pay Grade 20
