DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The purpose of this position is to optimize business performance by identifying business needs and defining technical solutions that will maximize the value delivered to stakeholders. Defines the goals and requirements for programs and projects and supports continuous improvement in the organization's technology and processes. Be a technology advocate for the business users.
TECHNICAL EXPERT: Senior level technical contributor who provides technical consulting on complex technology projects. Work with technical team to review and understand requirements and specifications for technical design, obtain information on system capabilities, limitations and performance requirements.
PROCESS IMPROVEMENT: Translates business requirements into system or process designs. Performs process analysis and re-engineering. Creates process change by integrating new processes with existing ones and communicating these changes to impacted Business Systems teams. Recommends and facilitates quality improvement efforts.
TEAM EFFORT: Accomplishes business results through process improvement. Serves as liaison between senior leadership, project teams, development teams and other stakeholders.
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Department of Houston Public Works Emergency Management Position at the Tier 2 Level.
- MINIMUM REQUIREMENTS
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Computer Science, Management and Information Systems (MIS) or a closely related field. May have advanced technical certifications that demonstrate mastery of a specialized system, application, or business process.
MINIMUM EXPERIENCE REQUIREMENTS
At least six (6) years of specialized experience in business systems analysis and design.
Greater than six (6) years of applicable experience may be considered for substitution of up to two (2) years of the education requirement.
MINIMUM LICENSE REQUIREMENTS
Certification in CBAP from IIBA is preferred or equivalent Business Analysis certification. Proficient with Microsoft Office Suite – Word, Excel Visio, PowerPoint. Exceptional written and verbal communication skills. Technical aptitude and understanding of the various types of application solution architectures and their limitations.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
