DESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONS
Oversee and perform functions in the environmental program compliance, safety and technical support group. As the Safety Liaison for Drinking Water Operations, develop, implement and update policies, standard operating procedures, guidelines and written plans. Conduct facility process hazard analysis and safety related inspections. Coordinate, plan and conduct environmental program and safety related meetings and training sessions. Ensures program specific training is provided for employees. Communicate effectively with all levels of the organization to manage projects and programs. Oversee and manage service contracts. Analyze data and prepare reports for management. Integrate department policies, procedures, and programs with the city-wide efforts. Applicant must be energetic, engaged, disciplined, organized, and a creative problem-solver with the ability to demonstrate strong leadership and process improvement skills. Successful candidate will analyze data, coordinate, develop and implement training programs, oversee safety committee activities, review environmental plans and programs to ensure compliance with applicable rules, regulations and standards.
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions.
This is a Houston Public Works Emergency Management Position at the Tier 2 Level.
- MINIMUM REQUIREMENTS
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Civil Engineering, Business Administration, Physical Sciences or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Four years of experience in building management, construction, construction inspection, design, geo-technical, environmental or a closely related field are required.
Directly related professional experience may be substituted for education requirement on a year-for-year basis.
MINIMUM LICENSE REQUIREMENTS
Requires a valid Texas Driver's License and compliance with the City of Houston's policy on driving (AP 2-2).
Preference will be given to applicants with experience in project management, training, regulatory compliance, safety and environmental programs.
**Preference shall also be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
