PN# 21495: DEPUTY ASSISTANT DIRECTOR (EXE LEV)


Workdays & Hours: M - F, 8 a.m. - 5 p.m.*

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Directs the planning and execution of financial structures supporting accounting, fixed assets, including disaster FEMA accounting and internal controls to assist management in monitoring the design and proper functioning of accounting and financial reporting policies and procedures.

 
RESPONSIBILITIES
Manages and directs managers, reviews operations, and establishes objectives within the Accounting and Financial Reporting area of the Financial Reporting and Operations Division.
 
Responsible for management of all aspects of general accounting and financial reporting.  Develop policies and procedures for efficient capturing of accounting transactions and financial operations.
 
This position is responsible for overseeing critical SAP process, Fixed Assets/CIP, which requires experience in Financial Accounting including FEMA grant accounting and the Fixed Asset module of SAP.  Responsible for implementing and maintaining a system to ensure that assets are adequately reported and compliant with all financial policies, ordinances and GAAP requirements. Responsible for the GASB Task Force and implementation of various GASB pronouncements including the GASB 87.
 
Responsible for internal control activities to ensure that policies and procedures are in place for operations, financial reporting and compliance.  Oversee and manage various projects including Enterprise Risk Management (ERM).  Implement internal control recommendations and strengthen control gaps identified as part of the ERM project.
 
Manage departmental personnel, train, develop, counsel and evaluate staff performance. Interfaces with other City Departments to ensure that City accounting policies are consistent with accounting and financial reporting standards.  In coordination with the Controller's Office, manage year-end audit process.
 
Performs other duties and special projects in a timely and efficient manner as requested.
 
WORKING CONDITIONS

The position is physically comfortable; the individual has some discretion about walking, standing, etc.

MINIMUM REQUIREMENTS

EDUCATIONAL
Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.

EXPERIENCE
Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity.

A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.

PREFERENCES

Professional certification such as CPA or CIA is a plus. Prefer strong knowledge of Generally Accepted Accounting Principles (GAAP). Experience in accounting and financial reporting including SAP strongly recommended.  Strong Microsoft Office products experience such as Excel, Word, and PowerPoint.
