DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Review spending authority on existing contracts. Performs quality control review on work authorizations to ensure funding availability. Document, track, and monitor contracts. Draft correspondence and interpret contract documents. May prepare bids. Research contract agreements, funding allocation, and vendor qualifications. Establish guidelines and invoice approval procedures. Review contract payments for accuracy.
 
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc.  There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
 
This is a Houston Public Works Emergency Management position at the Tier III Level.

MINIMUM REQUIREMENTS

MINIMUM EDUCATIONAL REQUIREMENTS 
Bachelor's Degree in Public Administration, Business Administration, Government or a closely related field.
 
MINIMUM EXPERIENCE REQUIREMENTS
Two years of contract compliance experience required.

MINIMUM LICENSE REQUIREMENTS                
A valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2).

PREFERENCES

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

However, the Department may administer a skill assessment evaluation.
