About the Position

We're looking for someone to fill a Building Services Inspector I-IV position that has a desire to advance themselves, the skills to provide superior service to our residents, and the ability to work alongside a seasoned team of inspectors. We are seeking an individual who has demonstrated a strong career background in code enforcement, especially at a municipal level. Individuals who already hold a Texas State Plumbing Inspector's license are highly preferred. To be successful, you'll need to be able to make daily on-site inspections of construction projects and ensure they meet local, state and national standards as well as City ordinances. Our expectation is that someone in this role will immediately have the knowledge to start handling inspections as well as lead other members of the inspection team. This is an excellent opportunity to join a City that wants to take your current skill set and add to it by providing the tools to help you become professionally certified as a building inspector in multiple areas. The City of Baytown does not just offer a competitive base salary, but we also provide additional pay based on certifications you possess. Additional pay is offered on having the following certifications:
  • Texas State Plumbing Inspector's License - $1,300/year
 
  • Other ICC related certifications in the following categories are awarded $650/year up to a max of four (4) total paid certifications in this category. This equates to max of $2,600/year for possession of four (4) or more of the below certifications:
    • Building Code Certification.
    • Residential Code Certification.
    • Mechanical Code Certification.
    • Electrical Code Certification.
    • Plumbing Code Certification.
    • Energy Code Certification

You could be making up to $3,900 more a year on top of you base compensation for certifications you already possess or certifications you acquire while working at the City of Baytown!

 Duties:
  • Makes on-site inspections of construction projects including multi-family and manufactured home/recreational vehicle parks.
  • Effectively communicate with the general public, other regulatory agencies, architects, engineers, contractors, and other city departments to resolve issues that might arise during construction projects or generated by complaint. May include meetings with applicants, contractors, agents, city departments, peers and supervisors.
  • Reviews plans and specifications for compliance to codes and City ordinances.
  • Input results from inspections or complaints in permit tracking software and generate letters to communicate deficiencies with owners, designers, and contractors.

 Minimum Qualifications:

Building Services Inspector I

REQUIRED:

  1. High school diploma or equivalent (GED).
  2. Valid driver's license with acceptable driving record.
  3. Two (2) years of experience in code enforcement or an equivalent combination of education and related field experience.
  4. State Code Enforcement Officer Certification or ability to attain within one (1) year.
 

PREFERRED:
  1. State Code Enforcement Officer Certification
  2. Texas State Plumbing Inspector's License or the ability to attain within two (2) years.
  3. Certification in one (1) of the following Commercial or Residential Codes:
            Building
            Mechanical
            Electrical
            Plumbing
            Fuel Gas
            Energy Conservation

Building Services Inspector II
REQUIRED:
  1. High school diploma or equivalent (GED).
  2. Valid Texas driver's license with acceptable driving record.
  3. State Code Enforcement Officer Certification or the ability to obtain within one (1) year.
  4. Two (2) years of related municipal experience or an equivalent combination of education and related field experience. 
  5. Texas State Plumbing Inspector's License OR
  6. Certification in two (2) or more of the following Commercial or Residential Codes:
Building
Mechanical
Electrical
Plumbing
Fuel Gas
Energy Conservation
 
PREFERRED:
  1. Certifications in three (3) of the Commercial and/or Residential codes listed above.

Building Services Inspector III
REQUIRED:
  1. High school diploma or equivalent (GED).
  2. Valid Texas driver's license with acceptable driving record.
  3. Three (3) years of related municipal experience or an equivalent combination of education and related field experience.
  4. State Code Enforcement Officer Certification or the ability to obtain within one (1) year.
  5. Texas State Plumbing Inspector's License
  6. Certification in two (2) or more of the following Commercial or Residential Codes:
Building
Mechanical
Electrical
Plumbing
Fuel Gas
Energy Conservation
 
 
PREFERRED:
  1. Certifications in three (3) of the Commercial and/or Residential codes listed above.
  2. State Code Enforcement Officer Registration, Texas Department of Health.


Building Services Inspector IV
REQUIRED:
  1. High school diploma or equivalent (GED).
  2. Valid Texas driver's license with acceptable driving record.
  3. Five (5) years of related municipal experience or an equivalent combination of education and related field experience. 
  4. State Code Enforcement Officer Certification.
  5. Texas State Plumbing Inspector's License.
  6. ICC Certification as a Combination Commercial or Residential Inspector.
 
PREFERRED:
  1. ICC Combination Inspector.
  2. State Code Enforcement Officer Registration, Texas Department of Health.

 Additional Information:
The successful candidate shall possess working knowledge of City, State, and National codes.  They shall be able to read plans, inspect structures for compliance with building, electric, mechanical and plumbing codes and to be capable of communicating effectively with contractors and the general public.  

This position is both office and field based.  The individual in this position will be exposed to extreme hot and cold weather conditions as well as some caustic substances, noise, and physical and respiratory hazards.

Attendance is an essential function of this position.  The City reserves the right to require an employee in this position to work overtime.  This position provides services or performs duties for the benefit of the general public during emergency situations.  These may include services or duties different from those performed in the usual course and scope of your job.  In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.
