DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Member of the executive team of the Department with reporting to the City Engineer. Plans, organizes and manages engineering and technical staff in plan reviews and analyses of infrastructure within public right of way for compliance with City of Houston Infrastructure Design Manual. Coordinates reviews within City Engineer's Office, Traffic and Transportation Division, and Planning and Development Department. Responsible for paving, traffic, and encroachment management of the public right-of-way for the City of Houston, 4th largest metropolitan area in the U.S. Coordinates and implements codes, ordinances and specifications for access management, traffic and driveway permitting. Part of team of traffic/roadway professionals within Public Works responsible for recommending long term solutions to regional mobility issues. Meets with general public, engineers, contractors, developers and other government entities to respond to inquiries and technical problems. Oversees work of technical and clerical personnel by assigning work and reviewing completed assignments.

WORKING CONDITIONS
This is a Department of Public Works & Engineering Emergency Management position at the Tier II level.

A portion of this work occurs in the field under most weather conditions. This position routinely requires standing, walking, bending, lifting and whatever means necessary to perform and negotiate field hazards including long periods of walking on rough, uneven surfaces on a routine basis.

Skills / Requirements
MINIMUM EDUCATIONAL REQUIREMENTS
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing; OR Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.

MINIMUM EXPERIENCE REQUIREMENTS
Eight (8) years of active practice in engineering work after graduation from an approved curriculum in engineering, with four of the years as a licensed Professional Engineer, are required.

MINIMUM LICENSE REQUIREMENTS
Requires registration as a Professional Engineer in the State of Texas; a valid Class C Texas driver's license and compliance with the City of Houston's policy on driving. PREFERENCES: Applicants must be able to interact well with elected officials, other government representatives, developers, consultants, engineers, and the general public, and must possess advanced oral and written communication skills. Must be able to establish goals and objectives, develop and manage own work assignments, and effectively manage staff. Must possess effective skills in windows applications to include MS Access, Excel, PowerPoint and Word. Familiarity with ILMS is a plus.
