Salary: $1,222.00 - $1,873.00 Biweekly $31,772.00 - $48,698.00 Annually Job Type: Full-Time Location: Houston, Texas PN # 07001 ALL PERSONS INTERESTED ADMINISTRATIVE SPECIALIST Department: PARKS AND RECREATION Division: MANAGEMENT & FINANCE Section: HUMAN RESOURCES - EMPLOYEE RELATIONS Location: 601 Sawyer* Workdays & Hours: M-F, 8 A.M. TO 5 P.M.* *Subject to change DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS This individual will be responsible for all of the tasks and duties that fall under the office of Employee Relations. Administer the departments Positive Employee Performance policy and Employee Concern Review Program (ECRP) and the City's Grievance policy. Provide guidance and insight for supervisors in the areas of employee counseling, administering disciplinary actions, grievances, and Office of Inspector General investigations (OIG). Conduct Employee Relations training to include discussion of key policies and procedures during new employee orientation. Visit worksites to address employee relations questions. Conduct investigations in order to compile and process documents for grievances, ECRP's, unemployment claims EEOC and OIG investigations. Compile and maintain sensitive employee relations excel database for all disciplinary actions, grievances, on-going OIG investigations, EEOC complaints, and red light violations. Draft all disciplinary actions as well as update and distribute department's organizational charts. Assist the HR Division Manager with special projects and perform other duties as assigned. WORKING CONDITIONS The position is physically comfortable and the individual has the discretion about walking and standing, etc. Skills / Requirements
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Liberal Arts, or a related field. MINIMUM EXPERIENCE REQUIREMENTS Three (3) years of administrative experience are required. MINIMUM LICENSE REQUIREMENTS Must have a valid Driver's License and comply with the City of Houston's policy on driving (AP 2-2). PREFERENCES: Have at least one year of employee counseling, with high proficiency level in Microsoft Word and Excel. Preference will also be given to applicants who are bilingual in Spanish.
