Jobing Description
ENVIRON's Houston office performs project work throughout the Gulf Coast area as well as in Mexico and Latin America. Therefore, the ideal candidate will have a breadth of experience that will allow them to function effectively in a wide range of technical areas.

Job duties:

•Apply relevant skills and experience to implement tasks/projects assigned by , and with occasional supervision by, a Manager or Principal.
•Prepare proposals and budgets for projects.
•Conduct independent technical analysis.
◦Industrial and manufacturing processes to evaluate how they should work and how changes in conditions and operations will affect the emissions and wastes that may result from their operation.
◦Environmental laws and regulations to assess their application to specific industrial and manufacturing processes.
◦Pollution control technologies and equipment that can be used in industrial and manufacturing operations.
◦The potential for site contamination based on site observations, a review of technical documentation, and/or laboratory testing.
◦The relative costs and benefits of potential engineering solutions to choose the most appropriate one.
•Conduct independent site visits in the U.S, Mexico, and Latin America, to:
◦ Make observations of properties and industrial and manufacturing processes.
◦ Identify sources of and collect data and information from companies, regulatory agencies, and others. Interview management, operations, and maintenance personnel at industrial and manufacturing facilities.
◦Collect samples of environmental media including soils, wastes, surface water, and ground water.
•Plan and execute Phase I Environmental Site Assessments.
•Plan and execute Phase II Environmental Site Assessments including design and implementation of field sampling (soil and groundwater contamination) investigations and use of environmental sampling and monitoring equipment (e.g., multiparameter water quality meter, methane meter, turbidity meter, peristaltic pumps).
•Evaluate commercial, industrial, and chemical manufacturing processes and assess compliance of same with relevant environmental regulations.
•Prepare air and water permit applications and registrations and SPCC Plans.
•Evaluate identified site contamination and plan remediation in accordance with relevant state and/or federal regulatory schemes, including:
◦Clean Air Act (CAA)
◦Clean Water Act (CWA)
◦Comprehensive Environmental Response, Compensation and Liability Act (CERCLA, or Superfund)
◦Emergency Planning and Community Right-to-Know Act (EPCRA)
◦Resource Conservation and Recovery Act (RCRA)
◦Texas Risk Reduction Regulations.

Skills / Requirements
◦Ley General de Equilibrio Ecologico y Proteccion al Ambiente (General Law of Ecologic Equilibrium and Environmental Protection)
◦Reglamentos Ambientales Mexicanos, (Mexican Environmental Regulations, e.g. water, hazardous waste, prevention and control of atmospheric contamination)
◦Normas Oficiales Mexicanas (Official Mexican Standards on wastewater discharge limits, hazardous waste characterization, atmospheric contamination)
Utilize state-of-the-art technical and engineering software - - including Word, Excel, Acrobat, PowerPoint, ArcView GIS, and hydraulic modeling programs such as HEC - - to evaluate environmental data.
