Jobing Description
Develops, monitors, and implements various aspects of the City's Employee Relations related programs, including EEO and ADA compliance, counseling of supervisory and non-supervisory employees, complaint investigations, problem resolutions, and general mediation. Training: conducts needs assessments, designs specific training programs, prepares and conducts presentations. Monitors the employment selection processes. Collects data and prepares formal reports. Prepares recommendations for improving the Human Resources programs, methods, and techniques.

Attendance is an essential function of this position. The City reserves the right to require an employee in this position to work more than 40 hours a week. This position provides services or performs duties for the benefit of the general public during emergency situations. These may include services or duties different from those performed in the usual course and scope of your job. In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.



1. Identifies and evaluates changes in State and Federal employment law legislation. Implements and monitors necessary related program modifications. Recruiting: responsible for print and internet recruiting, executive recruitment, development of brochures, position descriptors for print, radio and internet ads, and facilitation of executive candidate selection.
2. Administers and monitors all aspects related to the Equal Employment Opportunity program including monitoring programs, provides counsel to supervisors, detailed statistical analysis, overseeing the selection process, recruiting efforts, preparing responses to State and Federal agencies and verification of annual updates.
3. Conducts detailed investigation of complaints related to charges of perceived discrimination, sexual harassment, ADA, or hostile environment related issues. Conducts exit interviews with individuals leaving employment or transferring to other positions within the City. Reviews contents and prepares recommendations/investigations to resolve problem areas identified.
4. Identifies training needs at all levels of the organization and prepares ideas for cost effective measures to meet the needs. Designs and presents issues specific training programs for management and non-management employees. Conducts annual training on the City’s EEO/Affirmative Action related policy. Conducts quarterly Sexual Harassment training for employees. Conducts semi-annual Sexual Harassment training programs for supervisors. Conducts Teambuilding, Sexual Harassment, etc. training as needed.
5. Responsible for the implementation of all aspects of the City’s ADA Self-Evaluation Plan. Responds to requests for accommodations and citizen or employee complaints. Conducts evaluations and investigations as needed. Conducts new employee orientation including critical policy explanation.
6. Performs special assignments. Performs all other job related duties as assigned.


Skills / Requirements
REQUIRED:
1. Bachelor’s Degree in Human Resources, Organizational Development, or other directly related field from an accredited college or university OR equivalent years education and experience.
2. Five years directly related experience in employee relations, personnel related laws including Title VII and ADA, and training/presentations.
3. Intermediate to advanced Microsoft Office skills.
4. Ability to demonstrate presentation skills.
5. Valid Texas driver’s license with acceptable driving record.

PREFERRED:
1. Master’s Degree in Human Resources, Management, or related field from an accredited college or university.
2. Experience in training and design of employee development programs.
3. Mediation Skills.


Knowledge of current State and Federal Employment Laws, Affirmative Action Plan development, administration of the Americans with Disabilities Act, cost effective recruiting sources, statistical analysis, and auditing of personnel processes. Ability to conduct logical interpretation and application of the employment related laws, to design related reports, develop policies, and write formal professional plan documents. Ability to promote the program in a non-threatening manner and to actively listen to the concerns of management, employees, and citizens and determine when, what, and if any actions are necessary to resolve the situation. Designs pro-active and creative program approaches. Ability to approach and resolve identified problem areas in a calm, rational and systematic manner, and to identify training needs and develop related programs. Advanced PC software abilities to assist in designing of forms and processes to utilize with program implementation. Professional writing and oral communications techniques. Enhanced training/presentation skills. Conduct individualized and group training programs. Possess organization skills and be very detailed. Analytical and logical assessment. Ability to get along appropriately with co-workers and the public.
