Job: City Treasurer

Shall have those duties and responsibilities as set forth in V.T.C.A, Local Government Code, Section 22.075. Acts as the financial officer for the City of Spring Valley Village. Manages the accounting function of accounts payable, payroll, budget, cashiering, utility billing and Court. Tracks projects for the City. Prepares and administers the annual budget. Monitors expenditures during the year. Acts as the coordinator for Asyst computer operations. Uses Asyst software. The software is written in Microsoft Access, is similar to QuickBooks.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Schedules, monitors and evaluates the work of various financial functions. Manages all the City’s investments and cash transfers to operating accounts. Oversees all purchasing functions of the City to insure compliance with state and local regulations, ordinances and policies. Prepares reports and documents for compliance with regulations and for information purposes for staff, mayor, council, outside consultants and other interested parties. Manages the annual audit process and presents the annual financial report. Prepares financial reports for city staff, the mayor and council, auditors and the state comptroller. Advises and assists the mayor and council in the development and monitoring of financial policy.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of governmental accounting and internal controls. Ability to read and understand various professional accounting and financial publications in order to interpret new laws and regulations. Good knowledge of all accounting functions. Good knowledge of personal computers. Good knowledge of the Asyst Program preferred. Ability to work with the public.

MINIMUM EDUCATION, EXPERIENCE AND CERTIFICATION:

Bachelor's degree in finance, accounting or equivalent required. One to three years of experience as chief accountant or similar governmental finance position preferred. Consideration will also be given for corporate experience.
