Jobing Description
The HR Manager resides within the Houston Region and is responsible for aligning HR services to business needs. The primary focus is on strategic activities in support of the business and the monitoring of HR operational services. The HR Manager is accountable for all HR issues for the Houston Region Field Operations Group and influences the business agenda to improve business results.
Tasks:
- Counsels, orientates, and trains managers and supervisors on the
interpretation and administration of Human Resources policies.
Administers Human Resources policies and procedures as they pertain to
all employees.
- Oversees, handles, and manages employee relations issues. Assists with
employee counseling, discipline, and grievance handling.
- Recommends new approaches, policies, and procedures to maintain
efficient and effective services.
- Manages direct reports. Ensures compliance with state, local, and
federal guidelines and policies to protect the business and its
employees.
- Partners with management to ensure strategic HR goals, policies, and
programs are aligned with business initiatives.
- Administers compensation programs and assists in job analysis, job
evaluation, and performance management to ensure compliance with
division guidelines.
- Consistent exercise of independent judgment and discretion in matters
of significance.
- Regular, consistent and punctual attendance. Must be able to work
nights and weekends, variable schedule(s) as necessary.
- Other duties and responsibilities as assigned.

Adjust HR strategies to align to changing business needs
Identify critical HR metrics
Knowledge of how all activities align, enabling the company to maximize the success of its strategic initiatives
Lead the business to focus on the customer and business process improvement
Challenge decisions that do not have business value; identify/ improve organizational inefficiencies
Provide executive coaching for leaders; people-related issues, leadership style, team effectiveness
Drive cultural transformation and focus on fully aligning systems, practices, measures, rewards and leadership expectations to support the desired culture
Organization and Talent Developer
Develop the next generation of leaders
Understand the talent needs of the business
Identify talent issues before they impact the business
Redesign organizational structures around strategic objectives
Define a diversity strategy. Confirm top-level support and ownership
Oversee major change initiatives; provide change management structure/resources
Influence the workforce environment
Establish a framework for flexible staffing practices and programs that help people operate effectively in a multi-generational business environment
Workforce Performance Leader
Build a world class customer centric workforce
Examine roles of management/supervisors, frontline, full time, non-traditional and contractors
Tailor employee engagement solutions to drive optimal organization performance
Partner with CoE/Shared Services to meet business needs
Analyze workforce trends and performance, drive optimal performance
Examine roles and responsibilities, and manage career progression

- Bachelors Degree or Equivalent

- Generally requires 6-9 years related experience
Strategic HR consulting skills
Customer service orientation (reliable, responsive, customer focused)
Strong knowledge of the industry or related industry
Ability to drive results (reliable, proactive, able to work effectively in a complex, fast-paced environment)
Ability to build strong partnerships across HR and the Business
10-15 years of work experience within Human Resources supporting a field organization with effective skills and competencies in employee engagement, employee relations, labor relations, organizational development, performance management, talent, workforce planning, diversity, leadership development, total rewards, and communication strategies.
Bachelors degree in related Human Resources discipline or equivalent education, HR certification, or work experience
Excellent verbal and written communication skills with demonstrated presentation skills
Knowledge of current employment laws/regulations
Demonstrated organization, quantitative, analytical and problem solving skills
