Salary: $2,148.00 - $2,852.00 Biweekly $55,848.00 - $74,152.00 Annually Job Type: Full-Time Location: 611 Walker Street, Texas PN # 07067 All Persons Interested ADMINISTRATION MANAGER Department: Administration & Regulatory Affairs Division: Operations Section: Payroll Services Location: 611 Walker, 13th floor Workdays & Hours: Mon - Fri, 8 am - 5 pm* *Subject to change DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Manage the personnel and activities of the Payroll Administration Office which is responsible for Garnishments, Termination Pay, and employee Account coordination. Maximize section productivity and use staff resources effectively by planning, organizing and assigning the work load of the office to ensure assignments are performed according to applicable laws, policies and procedures and within established guidelines. Research, review, evaluate and implement new payroll laws, legislative guidelines, ordinance changes, and meet & confer agreements that affect payroll processing and reporting. Complete and provide various monthly and quarterly reports. Systematically evaluate the effectiveness of each function and individual at least annually. Lead, train, develop and motivate staff to earn the trust and respect of Payroll Administration's clients by providing innovative, effective, and efficient service. Develop a team of tenacious problem solvers known for their expertise, helpfulness, and creativity. WORKING CONDITIONS Position is physically comfortable; the individual has discretion about walking, standing, etc. within an essentially normal office environment. Skills / Requirements
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Political Science, Psychology or a closely related field. Directly related professional experience may be substituted for the education requirement on a year-for-year basis. MINIMUM EXPERIENCE REQUIREMENTS Six years of pertinent, progressive professional experience in personnel, administration, accounting, or a closely related field are required. A Master's degree in Business Administration, Public Administration, or a field closely related to the work being performed may be substituted for two years of experience. Directly related professional experience may be substituted for the education requirement on a year-for-year basis. MINIMUM LICENSE REQUIREMENTS None. PREFERENCES: Certified Payroll Professional (CPP) Certified Houston Payroll Specialist (CHPS) CPA GENERAL INFORMATION: SELECTION/SKILLS TESTS REQUIREDAll Payroll Services employees are required to pass a 13 week Payroll Academy course within the first year of their employment.SAFETY IMPACT POSITION: ( X ) No If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
