Reporting Location: 16930 John F. Kennedy Blvd. (subject to change)
Workdays & Hours: Varied, normally M-F (subject to change)

Manage and monitor the functions of the Financial Planning group and expenditures of the Houston Airport System Maintenance and Operations and Capital Outlay funds. Supervises the budget and performance reporting functions. Directs the preparation of the annual operating and capital outlay budget. Generates and oversees various budget and financial reports and others as requested by management. Supervise, counsel and plan the activities of a team of financial analysts. Assists in the design, implementation and monitoring of financial systems, plans and projects. Establishes and maintains budgeting and accounting policies and procedures for the section. Forecast and analyze weekly, monthly and annual expenditures. Proficient in analyzing financial information and providing variance and forecast analysis and reports. Review financial material and make recommendations as appropriate. Acts as a liaison for the department. Participates in other projects as requested by management.

WORKING CONDITIONS

Performing these duties will involve: working in intensive and stressful environment; attend to details amid distractions; analyze abstract information; visually observe and differentiate details and colors; use computer terminals for extended periods; operate city vehicle; lift, pull or push physical objects weighing up to twenty (20) pounds; walk, stand, or sit for extended periods; adjust to interruptions and changes; and deal with people in tense situations. Must be willing and available to work all shifts, including rotations, weekends and holidays. Must be able to obtain and maintain security clearances.

Skills / Requirements
MINIMUM EDUCATIONAL REQUIREMENTS

Bachelor's degree in Economics, Finance, Business Administration, Accounting or a field closely related to activities of the division.

MINIMUM EXPERIENCE REQUIREMENTS

Seven (7) years of progressive professional experience closely related to the activities of the division are required, with at least three (3) of the years in a supervisory capacity.

MINIMUM LICENSE REQUIREMENTS

Valid Class C Texas driver's license and compliance with city's policy on driving (AP 2-2). PREFERENCES: MBA desirable. Preferences will be given to candidates with strong background and knowledge in budgeting, financial modeling, statistics, and forecasting experience. Proficient in Microsoft Office products (Excel, Word, and PowerPoint) as well as SAP. Strong written and verbal communication skills. Demonstrated ability to train/mentor less experienced professionals. GENERAL INFORMATION: SELECTION/SKILLS TEST REQUIREDThe selection process will involve application review and/or interview.
